Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.
The Dock Heavy Lift and Roll Off Superintendent will provide oversight of Heavy Lift and Heavy Haul operations at the site dock locations. This individual works under the direction of the Project Rigging Manager and in conjunction with the Heavy Haul Field Engineer, supervising and managing the off-loading and transporting crews. Equipment to include, prefabricated structures, and heavy vessels to various foundations or staging areas on the jobsite. Responsibilities include:
Oversight of Off Load Crews, verification of training/qualification of the composite craft crews and tracking crew hours, operation completion states, facility and equipment usage rates.
Facilitate vessel operations meetings for all concerned parties, advising on vessel cargo lift plans and stowage.
Oversee all Safety and Quality of Off Load operations.
Direct liaison with Marine Warranty Surveyor, and Port Captain or Vessel Master or their respective representative.
Responsible for planning and managing project budgets associated with Off Loading.
Ensures transporting activities are correctly planned and executed, including installation of gangways, RORO ramps/plates to barges, off-loading equipment and structures, and staging SPMT to receive loads.
Identifies amount of assistance required from Engineering for review of complex mooring and sea fastening, and supports sub-contractor in ballast, trim and stability during discharge as required.
Manage all Dock cranes and lifting equipment per processes and procedure requirements regarding safe usage.
Provide and dispatch site qualified crane operators to all Dock cranes.
Provide daily direction to Off Load Crew, Crane operators, General Foreman's and Foreman's regarding safe Off Loading, Crane Hoisting Operations and procedures.
Direct linesman in mooring operations.
Movement of the ballast pumps and hoses from shore onto the barge.
Identification and removal of associated clippage, welds or grillage from the deck of the barge to release cargo for discharge.
Responsible for arranging for SPMT or trailers to receive the material and move off the barge.
Removal and servicing of all equipment, and general securing of any steel grillage being returned for transit (i.e. back to mod yard or load-out port).
Significant continuous experience spent in planning, directing, and supervising transportation operations including “Critical Risk” operations in the field.
Prior Bechtel rigging and heavy equipment transport experience is strongly preferred.
Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is essential.
Experience in Marine Discharge Operations, including ship’s stowage, ballasting and Lifting procedures.
Previous Construction Management and Direct Hire experience.
Rigging and Heavy Equipment Transport experience is essential.
Certified rigger/signal person. NCCCO, NCCCER or equivalent is desirable
Certified crane operator, NCCCO, NCCER or equivalent is desirable
